08/03 APPLICATIONS FOR DEVELOPMENT

The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of late objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

RESOLVED:

That subject to the amendments set out below, the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved.

Item 4 02/0796/F - Stadco Limited, Harlescott Lane, Shrewsbury - Delete Condition H36 and replace with the following condition:

"Prior to the commencement of development, full engineering details of the access road and enlargement of the mini-roundabout junction, as shown indicatively on Drawing No. 873.D.05, together with drainage and street lighting shall be submitted to and approved in writing by the Local Planning Authority; and the access link road shall not be first opened to traffic until the highway works have been completed fully in accordance with the approved details. Reason: In the interests of highway safety."

Include the following additional condition:

"Prior to the first bringing into use of the new roundabout and access road, the link to the roadway approved under 02/797/F shall be fully completed and available for traffic. Reason: In the interests of highway safety."

Item 5 02/1320/F - Bromley House, 96 Copthorne Road, Shrewsbury -

Include the following additional condition:

"No unit of accommodation shall be occupied until all the car parking spaces shown on the approved layout plan have been provided and all the spaces shall be permanently retained for the sole use of the residents and visitors of the development. No spaces shall be made available to any other person or for any other use. Reason: In order to ensure adequate on-site parking for the development in perpetuity."

Item 7 02/1620/F - Castle Pointe, Castle Foregate/Chester Street, Shrewsbury - Delegate to Officers for approval, subject to the inclusion of additional conditions relating to the installation of obscure glazing to Apartments 15 and 16.

Item 8 02/1656/F - Former Welsh Harp, Welshpool Road, Bicton Heath, Shrewsbury - Delegate to the Development Control Manager for approval pending further clarification of highway issues relating to the servicing of the facility.

Item 12 03/0046/F - 3 Woodfield Avenue, Shrewsbury - Include condition stating that the first floor side window be obscure glazing.

09/03 26 DITHERINGTON ROAD

The Committee considered an application for the erection of five two-storey terraced dwellings following the demolition of the existing housing stock and lock-up garages at 26 Ditherington Road, Shrewsbury.

RESOLVED:

That the application for the erection of five two-storey terraced dwellings, following the demolition of the existing housing stock and lock-up garages at 26 Ditherington Road, Shrewsbury, be approved contrary to the Officers' advice for the following reasons:

The Local Planning Authority considered that the development was capable of satisfactorily accommodating the proposed small dwellings with on-site car parking at the front and that the application be approved subject to appropriate conditions.

 

10/03 UNIT 1, WAYSIDE STORES, LYTH HILL ROAD, BAYSTON HILL

(Councillor Parkhurst spoke on this item.)

Consideration was given to a report by the Development Control Manager on the change of use from shop/office (A1) to a hot food takeaway (A3) and the erection of a single-storey rear extension to form a store at Unit 1, Wayside Stores, Lyth Hill Road, Bayston Hill, Shrewsbury.

RESOLVED:

That the following application be delegated to the Development Control Manager for approval subject to the two conditions set out below:

Change of use from Shop/office (A1) to hot food takeaway (A3) and erection of single storey rear extension to form store at Unit 1 Wayside Stores, Lyth Hill Road, Bayston Hill, Shrewsbury. Ref: 00/1437/62/75.

    1. Waste Disposal: Subject to the receipt of amended plans that show details of the roof over the timber enclosure.

(b) Extraction Equipment: Approval in principle, however final discharge of the condition will only be granted on full completion of the proposed system and testing thereof by the Environmental Health Officer regarding noise output, so as to achieve a noise increase no greater than 4dBA above background noise levels at nearest dwelling.

11/03 VISUAL ARTS AND FLOWER FESTIVALS ADVERTISING SCHEME

Consideration was given to a report by the Development Control Manager on an advertising scheme put forward by the Town Centre Management Partnership for the Shrewsbury town centre, on behalf of the Visual Arts and Flower Festival organisations.

RESOLVED:

That the scheme details as submitted in the report by the Development Control Manager be adopted in relation to the implementation of a Festival/Events advertising scheme, and that a report be brought to Members in twelve months to review the scheme's success and consider the possible future expansion thereof.

12/03 2 ORCHARD LANE, HANWOOD

Consideration was given to a report of the Development Control Manager on proposals for the erection of a detached single garage at 2 Orchard Lane, Hanwood.

RESOLVED:

That the revised garage as built at 2 Orchard Lane, Hanwood be accepted as an amendment to the planning permission reference 02/1527/F as approved on 10th December 2002.

13/03 GLENBURN BUSINESS CENTRE, GLENBURN GARDENS

Consideration was given to a report of the Development Control Manager on an application for the erection of eight two-bedroomed semi-detached two-storey dwellings with new vehicular and pedestrian accesses, following the demolition of the existing buildings at Glenburn Business Centre, Glenburn Gardens.

RESOLVED:

(a) That the amended plans D5D/053/003 as withdrawn by the applicant.

(b) That the minor amendments to the elevations as indicated on the submitted plans be accepted as a working amendment to the planning permission reference 01/0505/F approved on 28th December 2001.

14/03 EXEMPT MATTERS

RESOLVED:

That under Section 100A(4) of the Local Government Act 1972 the public be excluded from the meeting during consideration of the remaining items on the grounds that they could involve disclosure of Exempt Information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Act.

15/03 BROMLEY HOUSE, 96 COPTHORNE ROAD AND 26 HINWOOD ROAD, WESTBURY

Consideration was given to an exempt joint report by the Head of Law and Administration and the Development Control Manager in respect of development proposals at Bromley House, 96 Copthorne Road and 26 Hinwood Road, Westbury.

RESOLVED:

That the recommendations as detailed in paragraphs 6.1, 6.2 and 6.3 of the Head of Law and Administration and Development Control Manager's report be accepted.
