- The Committee Services Assistant advised the Committee that there had been an administrative error in the minutes for the meeting of 11th March 2003 in respect of item 15 (44 Roman Road). The application had been refused and a record of this decision had not been included. The amended minutes detailing the reasons for refusal for application 02/1638/F relating to 44 Roman Road, Shrewsbury were then confirmed and duly signed by the Chairman.1st April 2003

The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of late objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

Minute 20/03 (item 1) – Rock Farm, Lowerwood, Church Stretton. Mr Secret spoke against the application. The applicant was not present.
Minute 20/03 (item 13) – Prestfelde Preparatory School, London Road, Shrewsbury. Mr Adamson spoke against the application and Mr Matthews, Bursar at Prestfelde School, responded.
Minute 20/03 (item 19) – 2 Meole Crescent, Shrewsbury. Mrs Preedy spoke against the application. The applicant was not present.

RESOLVED:
That subject to the amendments set out below the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:Item 6 - 02/1704/LB – Frodesley Lodge, Longnor, Shrewsbury: Application to be referred to the Government Office West Midlands.
Item 8 - 03/0025/F – Kenley Hall Farm, Kenley: Include the following additional conditions:
1. No washing line or rotary drier shall be erected in the garden areas to the north-west and north-eastern sides of the buildings unless otherwise agreed in writing with the Local Planning Authority.
Reason: To protect the character and amenities of the listed barns and to protect the visual amenities of the locality.
2. Any gates provided across the entrance driveway shall be hung to open inwards and shall be set back a minimum of 5m from the carriageway of the adjoining highway.
Reason: To provide for vehicles to stand clear of the highway carriageway whilst the gates are being opened or closed and in the interests of traffic safety.
3. Notwithstanding the provision of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that order with or without modification), no external satellite antenna or aerials shall be erected on the barns without the prior written consent of the Local Planning Authority.
Reason: To maintain and protect the appearance and character of the listed barns and in the interests of visual amenity.

Item 12 - 03/0029/F - Bulldog Motor Spares, Battlefield Road, Shrewsbury: Include the following additional condition:
Prior to the commencement of the development details of the erection of a 2m high close boarded fence along the eastern boundary of the site shall be submitted for the written approval of the Local Planning Authority and the agreed details implemented prior to the first occupation of any of the dwellings and permanently retained.
Reason: In order to protect the privacy of neighbouring properties.
Item 13 03/0196/F – Prestfelde Preparatory School, London Road, Shrewsbury: Include the following additional conditions:
1. Before any development commences, details of a 2m high wooden screen fence along the Southern boundary of the site (adjoining the proposed new school buildings) should be submitted to and approved in writing with the Local Planning Authority and completed before the works commence and thereafter permanently retained.
Reason: To protect the privacy of adjacent residents.
2. The external spiral staircase on the eastern elevation shall be used for emergency access and egress only.
Reason: To protect the privacy of the adjacent residents.
Item 22 - 03/0348/F – Castle Court, Castle Street, Shrewsbury: Include the following additional condition:
Details of any floodlighting and/or external lighting for the building and/or open areas, shall be submitted to and agreed in writing with the Local Planning Authority before the building is occupied. Development shall be carried out in accordance with the approved details.
Reason: In the interest of visual amenity.
Item 25 - 03/0374/F – Oak Tree Cottage, Woolstaston, Church Stretton, Shropshire: Include a restriction stating that stables would not be used for any commercial uses such as livery, stud farm or riding school.
Item 27 - 03/0306/VAR – Plot 1 Orchard Lane, Hanwood, Shrewsbury: Application approved subject to the following conditions:
GO1 – The development hereby permitted shall be begun before the expiration of five years from the date of the permission.
Reason: To comply with the provision of section 91 of the Town and Country Planning Act 1990.
G10I – The development hereby approved shall only be carried out in complete accordance with the submitted and approved plans received on 23rd April 2003, unless otherwise agreed in writing with the Local Planning Authority.
Reason: For the avoidance of doubt and to enable the Local Planning Authority to control the development in detail.
M10 – The external facing bricks to be used in the construction of the conservatory shall match in colour, style and texture of those of the existing dwelling unless otherwise agreed in writing with the Local Planning Authority.
Reason: To ensure the satisfactory appearance of the development and to protect the visual amenities of the area.
The existing rear hedge shall be retained unless otherwise agreed in writing with the Local Planning Authority.
Reason: In the interests of the visual amenity.
M01 – The external facing materials and roof and porch covering shall match in colour, style and texture the materials of the existing building.
Reason: To ensure a satisfactory appearance to the development and in the interests of the visual amenities of the area.
Item 31 - 03/0335/F – Mousecroft Lane/Longden Road (land at), Shrewsbury: Application deferred to enable officers to consider amended plans that had been received.
Item 34 - 03/0283/F – Marcher Cottage, Picklescott, Church Stretton: Application withdrawn by the applicant.
21/03 69 MYTTON OAK ROAD (LAND ADJACENT)
Consideration was given to a report from the Development Control Manager on amendments to planning permission 00/0326/96/82 in respect of 69 Mytton Oak Road (land adjoining), Shrewsbury.
RESOLVED:
That the drawings received on the 24th March 2003, be accepted as an amendment to the planning permisson 00/0326/96/82 relating to 69 Mytton Oak Road (land adjoining), Shrewsbury approved on 27th April 2000.
22/03 BOWBROOK HOUSE, BOWBROOK
Consideration was given to a report from the Development Control Manager on amendments to planning permission 01/0683/F in respect of Bowbrook House, Bowbrook, Shrewsbury.
RESOLVED
That the drawings received on the 1st April 2003 be accepted as an amendment to the planning permission 01/0683/F approved on the 25th July 2001.
23/03 UNIT 11 CENTURION PARK (FORMER M.O.D DEPOT), KENDAL ROAD, SHREWSBURY
Consideration was given to a report by the Development Control Manager in respect of Unit 11 Centurion Park (former M.O.D Depot), Kendal Road, Shrewsbury.
RESOLVED
(a) That as the applicant had appealed against non-determination the Council could not issue a decision notice.
(b) That if the Council was in a position to issue a decision notice it would be for approval subject to standard conditions relating to materials, no outside storage or industrial activity, no maintenance of vehicles, public address system, floodlighting, contaminated land, storage of fuels/oils etc and Units 11T, 11U and 11V to be B1 use only. and the following amendments:
i. Hours of working to be Monday to Saturday between 08.00 and 1800 hours;
ii. The traffic light controlled junction at Kendal Road/Whitchurch Road be installed within 6 months of the date of permission;
24/03 PLANNING APPEAL DECISIONS
The Committee considered whether details of planning appeal decisions should appear on future agendas of the Development Control and Environmental Protection Committee meetings.
RESOLVED:
That all planning appeal decisions be included on future agendas for meetings of the Development Control and Environmental Committee, for information.
