25/03 APPOINTMENT OF CHAIRMAN
RESOLVED:
That Councillor Brennand be appointed Chairman of the Committee for the period until the Annual meeting of the Council in June 2004.
26/03 APPOINTMENT OF VICE-CHAIRMAN
RESOLVED:
That Councillor Bebb be appointed Vice-Chairman of the Committee for the period until the Annual meeting of Council in June 2004.
27/03 APPLICATIONS FOR DEVELOPMENT
The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of late objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

RESOLVED:
That subject to the amendments set out below the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:
Item 5 - 03/0293/F – The Old Mill, Harley, Shrewsbury: Amend condition G10I and include a further condition as detailed below. Also include informative Z03 and advise the applicant to approach the Environment Agency to ascertain whether a waste management licence is required for the earth works:
G10I - The development approved shall only be carried out in complete accordance with the submitted and approved plans received on 4th April 2003 as amended by plans received on 13th May 2003, unless otherwise agreed in writing with the Local Planning Authority.
Reason: For the avoidance of doubt and to enable the Local Planning Authority to control the development in detail.
Additional condition: Within three months of the granting of permission the top soil currently stored on the top of the bank of the watercourse shall be relocated a minimum of 5M away from the top of the bank of the watercourse.
Reason: To protect the watercourse.
Item 8 03/0413/F – Corporation Lane, Shrewsbury: Delegate approval to officer subject to further details being received as to whether the capacity of the pond can accommodate the increased run off and include the Grampian highway condition. Permission would also be subject to the drawing up of a S106 agreement as detailed in the Development Control Manager's report.
Item 9 03/0416/F – Bainbridge Green, Mottershead (land adj), Harlescott: Application refused for the following reason:
In the opinion of the Local Planning Authority the loss of the off street car parking and garaging would result in more on-street car parking and loss of highway safety together with risk of vandalism to cars and hence the proposal is contrary to Policy GP1 of the Borough Local Plan.
The Development Control and Environmental Protection Committee determined that the application be refused contrary to Officer advice.
Item 10 03/0418/F – Coller Meadow, Shrewsbury: Application deferred to enable Members of the Committee to visit the site.
Item 13 03/0446/F – 9 Priory Ridge, Shrewsbury: Amend condition G10I to read:
G10I - The development approved shall only be carried out in complete accordance with the submitted and approved amended plans received on 8th May 2003, unless otherwise agreed in writing with the Local Planning Authority.
Reason: For the avoidance of doubt and to enable the Local Planning Authority to control the development in detail.

Reason: For the avoidance of doubt and to enable the Local Planning Authority to control the development in detail.
Item 16 03/0483/F – 77 Falcons Way, Shrewsbury: Application refused for the following reason:
RM3I – The proposal would result in an unneighbourly form of development in that it would lead to overlooking and loss of privacy which the Local Planning Authority considers would be detrimental to the amenities which the occupiers of the adjoining property could reasonably expect to enjoy and is contrary to Policy GP1 of the Borough Local Plan.
The Development Control and Environmental Protection Committee determined that the application be refused contrary to Officer advice.
Item 17 03/0522/F – 116 Underdale Road, Shrewsbury: Application approved subject to the ridge height of the rear extension being 3.4 metres. Not 3.9 metres as detailed in the Development Control Manager's Schedule of Applications.
Item 18 03/0462/VAR – Hillside House, Lyth Hill Road, Bayston Hill, Shrewsbury: Application approved subject to appropriate conditions.
The Development Control and Environmental Protection Committee determined that the application be approved contrary to Officer advice.
Item 20 03/0491/F – 6 Little Minsterley, Minsterley, Shrewsbury: Application withdrawn by the applicant.
Item 22 03/0335/F – Mousecroft Lane/Longden Road (Land adjacent), Shrewsbury: Application deferred to enable Officers to discuss with the applicant, the reduction of allocated car parking spaces from 120 to 80.
28/03 EXEMPT MATTERS
RESOLVED:
That under Section 100A(4) of the Local Government Act 1972 the public be excluded from the meeting during consideration of the remaining items on the grounds that they could involve disclosure of Exempt Information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Act.
29/03 THE FLAXMILL, DITHERINGTON
Consideration was given to an exempt report by the Director of Development Services in respect of The Flaxmill, Ditherington, Shrewsbury.
RESOLVED:
That the recommendations as detailed in the exempt report be accepted.
