Minute 37/03 (item 6) – Felton Butler Manor, Felton Butler, Montford Bridge, Shrewsbury – Personal and prejudical interest. He left the room and took no part in the consideration of or voting on that item.

Councillor Bebb

Minute 37/03 (item 6) – Felton Butler Manor, Felton Butler, Montford Bridge, Shrewsbury – Personal interest in that he knew the applicant but not sufficiently well as to prevent him from taking part in the consideration of or voting on that item.

Councillor Rees

Minute 38/03 – Tree Preservation Orders – Personal interest in that he was the Ward Councillor for Tree Preservation Orders (ii) and (iii). He remained in the room and took part in the consideration of and voting on that item.

Councillor Roberts indicated that he had sought the opinion of the Monitoring Officer in relation to Item 1 of the schedule of applications (The Cedars, Pecknall Lane, Halfway House) and had been advised that he had no personal interest to declare as the application site was of a sufficient distance away from his own home.

Councillor Ms Wild indicated that in relation to item 3 of the schedule of applications (Grove Farm, Berrington) she had taken no part in discussions when the application was considered by the local Parish Council and after reference to the Standards Board Code of Conduct, was satisfied that she had no personal interest to declare.

37/03 APPLICATIONS FOR DEVELOPMENT

The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of late objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

Minute 37/03 (item 1) The Cedars, Pecknell Lane, Halfway House. Mr Edwards spoke against the proposals on behalf of the Parish Council and the applicant Mr Harris responded.

Minute 37/03 (item 3) Grove Farm, Berrington. Mr Walker spoke against the proposals and Mr Stephenson responded on behalf of the applicant.

Minute 37/03 (item 6) Felton Butler Manor, Felton Butler, Montford Bridge. Mr Brown spoke against the proposals. The applicant was not present.

 

Minute 37/03 (item 13) 5 Haresfield, Bicton Heath. Mrs Clayton spoke against the proposals. The applicant was not present.

RESOLVED:

That subject to the amendments set out below the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

Item 2 03/0399/F – The Old School House, Astley, Shrewsbury: Include additional conditions to ensure that obscure glazing be installed to the lower 1.6m of the extension and that there be no additional windows overlooking the churchyard.

Item 3 03/0677/F – Grove Farm, Berrington: The Development Control Manager referred to a late letter that had been received from the Parish Council which not been included in the schedule of late letters circulated at the meeting.

Item 26 03/0735/F – 39 Henlow Rise, Shrewsbury: Application withdrawn by the applicant.

Item 27 03/0761/F – 9 Huxley Close, Shrewsbury: Application approved subject to appropriate conditions.

The Development Control and Environmental Protection Committee approved the application contrary to Officer advice.

38/03 TREE PRESERVATION ORDERS

The Committee considered a report by the Planning Policy Manager on various Tree Preservation Orders.

RESOLVED:

That the following tree preservation orders be confirmed with modifications:-

(i) Shrewsbury & Atcham Borough Council (Woodlands Avenue, Chestnut Close etc., Hanwood) Tree Preservation Order 2003. Subject to the amendments to location and species for T2, T8, T10, T33, T36, T38, T44, T48, T52 and G10. The removal of T41 & T54 from the order and the addition of T56, T57 & T58.

(ii) Shrewsbury & Atcham Borough Council (Bomere Heath No.3) Tree Preservation Order 2003. Subject to the inclusion of the additional trees identified as T37 and T38.

(iii) The Salop County Council (Baschurch Road, Bomere Heath) Tree Preservation Order 1973 revised to the Shrewsbury & Atcham Borough Council (Baschurch Road, The Grove, Merrington Road etc., Bomere Heath) Tree Preservation Order 2003. Subject to the deletion of T3 from the Order, consideration of the preservation of which to be deferred for further negotiations.

39/03 FRANKWELL QUAY

Consideration was given to a report from the Development Control Manager on amendments to planning permission 02/0355/F in respect of Frankwell Quay, Shrewsbury.

RESOLVED:

That the amendments for the steps/wall at Longnor Street and the wall/fence as required under condition 22 be approved.

40/03 STONELEIGH, ACTON BURNELL, SHREWSBURY

Consideration was given to a report from the Development Control Manager on amendments to planning permission 01/1173/F in respect of Stoneleigh, Acton Burnell, Shrewsbury.

RESOLVED:

That the amendments in respect of planning permission 01/1173/F for Stoneleigh, Acton Burnell, Shrewsbury be accepted, subject to:

  1. Revised details being submitted in relation to the windows and door in the south elevation, such that the toilet/bathroom and utility windows are obscure glazed and fixed except for a high level top hung light.

  b. The side door being either of solid wood construction or, if glazed, fitted with obscure glazing.

41/03 265 MONKMOOR ROAD, SHREWSBURY

Consideration was given to a report from the Development Control Manager on amendments to planning permission 02/1091/F for two dwellings on land adjacent to 265 Monkmoor Road, Shrewsbury.

RESOLVED:

That the revised layout to provide a ground floor w.c and entrance lobby and first floor en-suite bathrooms for both dwellings, be approved as a working amendment to planning permission 02/1091/F that was granted on 13th November 2002.

42/03 APPEAL DECISIONS

Consideration was given to an appeal decision in respect of Glasands, Holyhead Road, Nesscliffe that had been received by the Development Control Manager.

RESOLVED:

That the appeal decision in respect of Glasands, Holyhead Road, Nesscliffe be noted.
