63/03 APPLICATIONS FOR DEVELOPMENT

The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of late objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

Minute 63/03 (item 12) – 3 Ravenscroft Gardens, Shrewsbury Mrs Wraith spoke against the proposals. The applicant was not present.

 

RESOLVED:

That subject to the amendments set out below the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

Item 8 - 03/1149/F – The Croft (Garden of) Minsterley Road, Pontesbury:

(a) Include conditions attached to the permission relating to contaminated land rather than landfill, as detailed in the schedule of applications.

(b) Include additional condition:

Prior to the first occupation of the dwelling hereby approved, the boundary wall to the east shall be raised in height by 200mm in matching bricks and permanently retained.

Reason: In order to protect the privacy of the neighbouring property.

Item 9 - 03/0943/F – 40 Longner Street, Shrewsbury: Application refused for the following reasons.

In the opinion of the Local Planning Authority, the proposal is over-development, which will result in an unacceptable amount of traffic generation in the congested road system and furthermore will be out of character with the adjacent two storey housing by reason of it’s size and scale.

The proposal is therefore contrary to Policies GP1 and HE8 of the Borough Local Plan and Policy P15 of the Joint Structure Plan.

The Development Control and Environmental Protection Committee determined that the application be refused contrary to Officer advice.

Item 10 03/1004/F – Plot 1, Vanguard Way, Harlescott Lane, Shrewsbury: Include the following condition:

The development shall not be brought into use until vehicular access is available from the North via Vanguard Way and no access to the side via Harlescott Lane shall take place until the whole of Vanguard Way is accessible to through traffic.

Reason: In the interest of highway safety.

Item 11 03/1162/F – 39 Henlow Rise, Shrewsbury: Application approved subject to standard conditions, first floor windows being obscure top-hung opening glazing, no additional windows, materials, and protection of trees.

Item 12 03/1187/F – 3 Ravenscroft Gardens, Shrewsbury: Application deferred to enable the Members of the Development Control and Environmental Protection Committee to visit the site.

Item 13 03/1225/DDM – 11-15 Barker Street, Shrewsbury: Include the following additional conditions:

(i) The car park shall be available for public use (to accord with Policy T13 of the Borough Local Plan).

(ii) There shall be no gates erected on the car park (To ensure public access to the car park).

Item 14 03/1183/F – Former Telephone Exchange, The Crescent, Montford Bridge: Application approved subject to appropriate conditions and informatives.

The Development Control and Environmental Protection Committee determined that the application should be approved contrary to Officer advice.

Item 15 03/0938/F – The Old Post Lodge, Butt Lane, Ford, Shrewsbury: Application approved subject to appropriate conditions and informatives.

The Development Control and Environmental Protection Committee determined that the application should be refused contrary to Officer advice.

64/03 TREE PRESERVATION ORDERS

Consideration was given to a report by the Development Control Manager on various Tree Preservation Orders that had been made.

RESOLVED:

(a) That the variations to the following orders be confirmed without modification:-

(i)Shrewsbury & Atcham Borough Council (Oak Tree Drive, Hanley Lane, Parrs Lane etc., Bayston Hill) Tree Preservation Order 2003. Varied 2003.

(ii) The Shrewsbury & Atcham Borough Council (1 Shelton Oak Priory, Shelton, Shrewsbury) Tree Preservation Order 1995. Varied 2003.

(b) That the following order be confirmed without modification:-

(i) The Shrewsbury & Atcham Borough Council (1 Berwick Road) Tree Preservation Order 2003.

(c)That the variation to the following order be confirmed with modification to the map location shown for T2.

(i) The Shrewsbury & Atcham Borough Council (Land off Wheathill Rise, Bomere Heath) Tree Preservation Order 1994. Varied 2003.

65/03 6 SAXON COURT, COPTHORNE, SHREWSBURY

Consideration was given to report by the Development Control Manager on various amendments to planning permission reference 82/0746/75 in respect of 6 Saxon Court, Copthorne, Shrewsbury.

RESOLVED:

That the amendments to planning permission 82/0746/75 in respect of 6 Saxon Court, Copthorne, Shrewsbury as shown on drawings received on 8th September 2003 be accepted and written consent be given for the erection of a carport.

66/03 APPEAL DECISIONS

Consideration was given to five appeal decisions in respect of Former Coffee Republic, Shrewsbury; 28 Pulley Lane, Shrewsbury; Rear of 13-15 Beech Close, Hanwood; Cross Gates Barn, Ford and 22 Chester Street, Shrewsbury that had been received by the Development Control Manager from the Planning Inspectorate.

RESOLVED:

That the appeal decision in respect of Former Coffee Republic, Shrewsbury; 28 Pulley Lane, Shrewsbury; Rear of 13-15 Beech Close, Hanwood; Cross Gates Barn, Ford and 22 Chester Street, Shrewsbury be noted.
