67/03 APPLICATIONS FOR DEVELOPMENT

The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of late objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

Minute 67/03 (item 6) - 3 Ravenscroft Gardens, Shrewsbury - Mrs Wraith spoke against the proposals and County Councillor Tandy responded on behalf of the applicant.

Minute 67/03 (item 12) – 8 Amber Hill, Shrewsbury - Mr Leftwich made representations to the Committee, the applicant was present but decided not to speak.

 

RESOLVED:

That subject to the amendments set out below the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

Item 01 - 03/1252/F - 20 Meadowbrook, Bayston Hill, Shrewsbury: Amend officer report under heading ‘Planning/Environmental Considerations’ to read …approximately 6.7 metres away from the boundary.

Item 05 - 03/1255/VAR – Land between Windsor Lane and Preston Gubbals, Bomere Heath, Shrewsbury: Application refused for the following reason:

"The proposal would result in the loss of open space important to the locality and the local community and be contrary to Planning Policy Guidance Note No.17 (Planning for Open Spaces, Sport and Recreation) and Policy HS3 of the Borough Local Plan."

The Development Control and Environmental Protection Committee refused the application contrary to Officer advice for the reason stated above.

Item 10 - 03/1257/F – 13-16 Belmont, Shrewsbury: Delegate approval to the Development Control Manager after the expiry of the Neighbour Certificate B Notice.

Item 12 - 03/1275/F – 8 Amber Hill, Shrewsbury: Delegate approval to the Development Control Manager subject to receipt of amended plans reducing the proposed kitchen length by 0.5m.

Item 13 - 03/1288/F 2 Marshgate, Bicton Heath, Shrewsbury: Application deferred to enable the Development Control Manager to seek the views of the West Mercia Police Authority and report back to the next meeting of the Development Control and Environmental Protection Committee scheduled for 25th November 2003.

Item 17 - 03/1180/O – Land adjacent to 2 The Hazels, Annscroft, Shrewsbury: Members of the Development Control and Environmental Protection Committee recommended that the application be approved, which constituted in a significant departure from the development plan and, in accordance with the planning procedure adopted by the Council, the matter would be referred to the Planning Committee for determination.

The Development Control and Environmental Protection Committee approved the application contrary to Officer advice.

 

68/03 APPEAL DECISIONS

Consideration was given to three appeal decisions in respect of 73 Crowmere Road, Shrewsbury; 2 Claremont Buildings, Claremont Bank, Shrewsbury and Site at Yockleton, Cardeston, Ford, that had been received by the Development Control Manager from the Planning Inspectorate.

RESOLVED:

That the appeal decision in respect of 73 Crowmere Road, Shrewsbury (ref: 03/0341/O); 2 Claremont Buildings, Claremont Bank, Shrewsbury (ref: 03/0189/F) and Site at Yockleton, Cardeston, Ford (ref:02/0976/F), be noted.
