69/03 APPLICATIONS FOR DEVELOPMENT

The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of late objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

The following Member spoke on the application stated:

The following members of the public were permitted to speak on the applications stated in accordance with the Council’s scheme for public speaking on planning applications:

Minute 69/03 (item 1) – Field 6100, Adjacent to Christ Church, Annscroft, Shrewsbury - Mr Vick spoke against the proposals and Mr Whittock, Chair of the Parochial Church Council for Annscroft and Longden, responded.

Minute 69/03 (item 11) – 6 Thornhill Road, Shrewsbury - Mr Price spoke against the proposals. The applicant was not present.

Minute 69/03 (item 15) – 96 Copthorne Road, Shrewsbury - Mr Haigh spoke against the proposals and Mr Clifford responded on behalf of the applicant.

RESOLVED:

That subject to the amendments set out below the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

Item 1

03/1360/F - Field 6100 adjacent to Christ Church, Annscroft, Shrewsbury: Include the following additional conditions:

a. Highway conditions as recommended by Shropshire County Council.

b. A condition to state that should church car parking cease to be used as such, then the plot of land would revert back to agricultural.

Item 7

03/1320/F – 27 Belle Vue Gardens, Shrewsbury: Include an additional condition that restricts the carparking/manoeuvring area to those shown on the submitted and approved plans.

Item 11

03/1413/F – 6 Thornhill Road, Shrewsbury: Application refused for the following reasons:

"RC1I - The proposed development would form a visually obtrusive feature by reason of its height and siting, which the Local Planning Authority considers would be detrimental to the general character of the street scene.

RM3I – The proposal would result in an unneighbourly form of development which the Local Planning Authority consider would be visually detrimental to the amenities which the occupiers of the adjoining property could reasonably expect to enjoy."

The Development Control and Environmental Protection Committee refused the application contrary to Officer advice.

Item 13

03/1311/F – Lakeside House, Condover, Shrewsbury: The Development Control Manager reported that since the preparation of the schedule of applications, amended plans had been received from the applicant which had resulted in the application being recommended for approval not refusal.

Members of the Development Control and Environmental agreed that the application be approved subject to appropriate conditions.

Item 16

03/1169/F – Radbrook Hall Hotel, Radbrook Road, Shrewsbury: Application deferred to enable the reconsultation of amended plans that had been received.

70/03 BRITISH TELECOM, TOWN WALLS, SHREWSBURY

Consideration was given to a report that was omitted from the Schedule of Applications in respect of British Telecom, Town Walls, Shrewsbury. Reference 03/1319/F. The application was for the installation of telecommunications equipment including an equipment cabin and three antenna on the roof of the property.

RESOLVED:

That the application for the installation of telecommunications equipment including an equipment cabin and three antennas on the roof of British Telecom Building, Town Walls, Shrewsbury (03/1319/F) be approved.

71/03 APPEAL DECISIONS

Consideration was given to three appeal decisions in respect of 77 Falcons Way, Shrewsbury, Gable Cottage, 7 Upper Longwood, Eaton Constantine and 44 Roman Road, Shrewsbury that had been received by the Development Control Manager from the Planning Inspectorate.

RESOLVED:

That the appeal decision in respect of 77 Falcons Way, Shrewsbury (Ref 03/0483/F), Gable Cottage, 7 Upper Longwood, Eaton Constantine (Ref 02/1461/F) and 44 Roman Road, Shrewsbury 02/1683/F), be noted.
