02/04 APPLICATIONS FOR DEVELOPMENT

The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of late objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

Members had made visits to the following sites prior to the start of the meeting:

RESOLVED:

That subject to the amendments set out below the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

Item 1: Ryton Grange Barns, Ryton, Shrewsbury: Include an additional condition to ensure that obscure glazing be fitted to the windows on the north facing wall.

Item 3: Off Willow Park, Minsterley, Shrewsbury: Application deferred to enable officers to advertise the proposals as affecting the setting of a listed building.

Item 5: Hawthorne Lodge, Pontesbury Hill, Pontesbury: Application deferred to enable Members of the Development Control and Environmental Committee to visit the site.

Item 6: 5A Roman Road, Shrewsbury: Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reasons:

(a) In the opinion of the Local Planning Authority the Paddock forms an important open space which has significant amenity value to adjacent residents and hence the proposal is contrary to Policy HS2(i) of the adopted Borough Local Plan.

(b) This part of the Shrewsbury Conservation Area is characterised by houses set in large gardens with important open space, both Green Space and open space (the site) of local amenity value. The proposed three detached houses would neither preserve or enhance this part of the conservation area and hence the proposal is contrary Policy P15 of the Joint Structure Plan and Policy HE8 (I,ii,iv) of the Borough Local Plan.

Members of the Committee determined that the application be refused contrary to Officer advice.

Item 8: 11 Elm Street (adj to), Shrewsbury: Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reasons:

(a) The proposed dwelling is visually detrimental to the character and appearance of this terraced street and contrary to Policy GP1 of the Borough Local Plan.

(b) The proposal would introduce additional parking and traffic movements into a heavily congested street to the detriment of the occupiers of dwellings in Elm Street and hence the proposal is contrary to policy GP1 of the Borough Local Plan.

Item 9: Banbury Windows Ltd, Heathgates, Shrewsbury: Include an additional condition relating to landscaping.

Item 17: 46 Alexandra Avenue, Shrewsbury: Officer report amended to read that there had been four letters of objection received. Members of the Committee agreed with the Officer recommendation that the application be approved subject to standard conditions.

Item 19: Netley Hall (land to the rear of former stables), Dorrington, Shrewsbury: Application withdrawn by the applicant.

Item 20: Netley Hall, Dorrington, Shrewsbury: Application withdrawn by the applicant.

Item 22: 22 Abingdon Road, Shrewsbury: Members of the Development Control and Environmental Protection Committee determined that the application be approved for the following reason:

In the opinion of the Local Planning Authority the proposal was not visually obtrusive by reason of the existing roadside fences.

Item 27: Pizza Hut Restaurant, Meole Brace Retail Park, Hereford Road, Shrewsbury: The Development Control Manager informed the Committee that all reference to the sign on the west elevation should be removed from the officer report.

03/04 RYTON FARM, RYTON, DORRINGTON

Consideration was given to an additional application for development that had been received and circulated after the preparation of the agenda for Ryton Farm, Ryton, Dorrington. The application was for the erection of an extension to an exiting agricultural storage building (amended description).

RESOLVED:

That application 03/1558/F in respect of Ryton Farm, Ryton, Dorrington for the erection of an extension to an exiting agricultural storage building be approved subject to conditions.

04/04 55 MONTAGUE PLACE, BELLE VUE, SHREWSBURY

(Councillor J M Williams spoke on this item)

Consideration was given to a report by the Development Control Manager on amendments to planning permission 02/1261/F for 55 Montague Place, Belle Vue, Shrewsbury.

RESOLVED:

That the amendments shown on plans received on 9th December 2003 be accepted as a working amendment to planning permission 02/1261/F for 55 Montague Place, Shrewsbury.

05/04 CONSULTATION ON THE REMOVAL OF BRITISH TELECOM PAYPHONES

The Development Control Manager reported that following a British Telecom review of the local payphone network, the Council had been consulted on the closure of four payphones in Shrewsbury. The payphones concerned were situated in Kemps Eye Avenue, Coton Hill, Ditherington Road and Abbey Foregate.

RESOLVED:

(a) That no objections be raised to the removal of the British Telecom payphones situated in Kemps Eye Avenue, Coton Hill and Ditherington Road.

(b) That with regard to the payphone situated in Abbey Foregate, the Development Control Manager seek to establish it’s exact location to ensure that the payphone situated outside the Netto supermarket would remain.
