23/04 APPLICATIONS FOR DEVELOPMENT

The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of late objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

Members had made visits to the following sites prior to the start of the meeting:

  • Millingtons Hospital, Frankwell, Shrewsbury

  • The Barns, Leebotwood, Church Stretton

  • 17 New College Road, Shrewsbury

  • Curlew Close (Land at), Shrewsbury

  • Shearmans Hall, Milk Street, Shrewsbury

  • 18 Grafton Mews, Shrewsbury

RESOLVED:
That, subject to the amendments set out below, the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:
 
 
Item 2. 04/0252/F - 7 & 8 Cardington, Church Stretton, Shropshire
 
To amend the proposal outlined in Officers’ report as detailed in the schedule of applications as follows:
 
The reduction of the overall height of the garage to read 0.5 m and the deletion of the final sentence of the third paragraph of the Proposal on page 3.
 
 
Item 5. 03/1564/F - Barns at the Farm, Leebotwood, Church Stretton
 
To amend the Local Community Comments in the Officers’ report to indicate that 4 letters of objection had been received.
 
 
Item 6. 03/1565/LB - The Barns, Leebotwood, Church Stretton
 
To amend the Local Community Comments in the Officers’ report to indicate that 4 letters of objection had been received.
 
 
Item 8. 04/0155/F - Shearmans Hall, Milk Street, Shrewsbury
 
Delegate approval to the Development Control Manager subject to legal advice being obtained on a late letter received from the Applicant’s Solicitor.
 
 
Item 10. 04/1094/F - Curlew Close (Land at), Shrewsbury
 
Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reasons:
 
REASON: ‘In the opinion of the Local Planning Authority, the proposed dwelling is of a design and scale that is out of proportion in this locality and hence the proposal is visually out of keeping in this locality and contrary to Policy GP1 of the Borough Local Plan’.
 
Members of the Committee determined that the application be refused contrary to Officer advice.
 
 
Item 11. 04/0203/F - 17 New College Road, Shrewsbury
 
Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reasons:
 
REASON: ‘In the opinion of the Local Planning Authority the proposed extension will result in a loss of light to the adjacent neighbour and appear dominant and overbearing and hence the proposal is contrary to Policy GP4 of the Borough Local Plan’.
 
Members of the Committee determined that the application be refused contrary to Officer advice.
 
24/04 REPORT ON ARTICLE 4 DIRECTIONS IN CONSERVATION AREAS

Consideration was given to a joint report prepared by the Planning Policy Manager and Development Control Manager. Members were asked to consider revising the Council’s Article 4 Directions which apply in five urban conservation areas with a view to providing a uniform approach and increasing the scope of control in the affected areas. The Conservation Officer indicated that the proposals were not intended to curb any changes to dwellings in the affected areas but to preserve the character of the areas.

RESOLVED:

a.  That the five existing Article 4 Directions are replaced with Directions under Article 4(2) of the General Permitted Development Order 1995 withdrawing permitted development rights as out in Annex A of the Report;

b.  That consultation be undertaken with affected owners and occupiers; and

c.  That the results of this consultation be reported back to the Committee for consideration
