CHAIRMANS ANNOUNCEMENT: The Chairman announced the sad news of the death of the Chairman, Councillor Keith Brennand. Councillor Bushell provided a tribute to Councillor Brennand’s work within the community and the Council, after which a minutes silence was observed.

RESOLVED:

That, subject to the amendments set out below, the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

 

Item 1 04/0498/F - Ebreywood (land at), Astley, Shrewsbury

Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reasons:

REASON: ‘In the opinion of the Local Planning Authority the proposal due to its size, design and materials has a determined visual impact in this rural location and hence is contrary to Policy GP1 of the Borough Local Plan’

Members of the Committee determined that the application be refused contrary to Officer advice.

Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reasons:

REASON: ‘In the opinion of the Local Planning Authority the proposal will result in additional noise and general disturbance to residents of Amber Hill particularly from additional vehicular traffic and hence the proposal is contrary to Policy GP1 of the Borough Local Plan’.

Members of the Committee determined that the application be refused contrary to Officer advice.

Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reasons:

REASON: ‘The Local Planning Authority considers that the proposal will be unneighbourly and be visually dominant and overbearing from the adjacent dwelling and be detrimental to the amenities of that occupier and hence be contrary to Policy GP4 of the Borough Local Plan.

Members of the Committee determined that the application be refused contrary to Officer advice.

28/04 ERECTION OF A BUNGALOW WITH DETACHED DOUBLE GARAGE AND ALTERATIONS TO VEHICULAR ACCESS FOLLOWING DEMOLITION OF FOUR EXISTING GARAGES - COMET DRIVE (LAND AT), DITHERINGTON, SHREWSBURY

Consideration was given to the following application:

"Erection of a bungalow with detached double garage and alterations to vehicular access following demolition of four existing garages - Comet Drive (land at), Ditherington, Shrewsbury - Variation of planning permission 00/0865/354/79 granted on 23rd August 2000 for the increase in ridge height from 4.5 metres to 5.6 metres".

 

RESOLVED:

That planning permission for the following application be refused for the reasons set out below:

"Erection of a bungalow with detached double garage and alterations to vehicular access following demolition of four existing garages - Comet Drive (land at), Ditherington, Shrewsbury - Variation of planning permission 00/0865/354/79 granted on 23rd August 2000 for the increase in ridge height from 4.5 metres to 5.6 metres".

REASON: That the garage ridge height was not in accordance with the approved plans and the Local Planning Authority would not accept the amended drawings as a working amendment and the applicant would be required to submit a full planning application for the garage.

The Development Control and Environmental Planning Committee determined that the application be refused contrary to Officer advice for the above reasons.

 

29/04 CONVERSION OF GARAGE AT 7 RUSHBROOKE WAY, MONKMOOR INTO ADDITIONAL LIVING ACCOMMODATION

Consideration was given to a report prepared by the Development Control Manager on amendments to planning permission 95/0749/86/74 for 7 Rushbrooke Way, Monkmoor, Shrewsbury.

RESOLVED:

That the plans received on the 29th April 2004 showing the conversion of one integral garage to residential accommodation at 7 Rushbrooke Way, Monkmoor, Shrewsbury be accepted as an amendment under condition 5 planning ref: 95/0749/86/74.

 

30/04 RESIDENTIAL DEVELOMENT OF DWELLINGS AND ACCESS ROAD AT ST. JULIAN’S FRIARS, SHREWSBURY

Consideration was given to a report prepared by the Development Control Manager on the amendment to traffic flows through a new access road at St. Julian’s Friars, Shrewsbury.

RESOLVED:

That the report of the Development Control Manager be noted.

 

31/04 PLANNING APPEALS

Consideration was given to appeal decisions in respect of Land off Red Barn Lane, Shrewsbury (03/0868/F), Partridges, Cound, Shrewsbury (02/1577/F), 18 The Mount, Shrewsbury (03/0709/F), Land adjacent Three Ways, Preston Gubbals Road, Bomere Heath (03/0664/O), Land at Greenhill East, Copthorne Road, Shrewsbury (03/0637/F) and Site at Grove Farm, Bicton, Shrewsbury (03/0579/F) that had been received by the Development Control Inspectorate.

RESOLVED:

That the appeal decisions for planning permissions 03/0868/F) for Land off Red Barn Lane, Shrewsbury, 02/1577/F for Partridges, Cound, Shrewsbury, 03/0709/F for 18 The Mount, Shrewsbury, 03/0664/O for Land adjacent Three Ways, Preston Gubbals Road, Bomere Heath, 03/0637/F for Land at Greenhill East, Copthorne Road, Shrewsbury and 03/0579/F for Site at Grove Farm, Bicton, Shrewsbury be noted.

 

32/04 EXEMPT MATTERS

RESOLVED:

That under section 100A (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items on the grounds that it could involve the disclosure of exempt information as defined in Paragraphs 13 and 14 of Part 1 of Schedule 12A of the Act.

 

33/04 LAND BETWEEN WINDSOR LANE AND PRESTON GUBBALS ROAD, BOMERE HEATH

Consideration was given to an exempt report by the Development Control Manager in respect of land between Windsor Lane and Preston Gubbals Road, Bomere Heath.

RESOLVED:

That in light of the recent appeal decision for sheltered accommodation, it be recognised that the principle of development on this site has been agreed and therefore the applicant be invited to resubmit the application for 16 dwellings.

 

34/04 UNIT 1, WAYSIDE STORES, BAYSTON HILL, SHREWSBURY

Consideration was given to an exempt report by the Development Control Manager in respect of Unit 1, Wayside Stores, Bayston Hill, Shrewsbury.

RESOLVED:

That the report of the Development Control Manager be noted and a letter be sent to the complainants advising that officers would continue to monitor the premises for unacceptable odour as their work programme allowed and not as a result of telephone or letter complaints.
