The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of additional objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.
Members had made visits to the following sites prior to the start of the meeting:

Councillor Bebb indicated that in relation to Item 8 - Railway Inn, Station Road, Pontesbury he had previously made representations declaring that he was against any development in Pontesbury until the sewerage issues are rectified. In accordance with paragraphs 8.7 and 8.8 of the Local Protocol for Councillors and Officers dealing with Planning Matters, he made a statement on the application and then left the Chamber and took no part in the consideration of and voting on the application.
Councillor R Jones indicated that in relation to Item 16 - Unit 2, Monkmoor Trading Estate (Kitchen Warehouse), Monkmoor Road, Shrewsbury he had previously made representations opposing the application. In accordance with paragraphs 8.7 and 8.8 of the Local Protocol for Councillors and Officers dealing with Planning Matters, he made a statement on the application and then left the Chamber and took no part in the consideration of and voting on the application.

That, subject to the amendments set out below, the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

The Development Control and Environmental Protection Committee determined that the application be refused for the following reason:
REASON: In the opinion of the Local Planning Authority the use of a steel sheeting material for only part of the outbuilding roof is considered to be inappropriate and detrimental to the character and appearance of the Listed Building and is therefore contrary to Joint Structure Plan Policy P24 and the Borough Local Plan Policies GP1 and HE5.
Members of the Committee determined that the application be refused contrary to Officer advice for the above reason.
Item 8 04/0827/F - Railway Inn, Station Road, Pontesbury, Shrewsbury
Delegate approval to the Development Control Manager upon expiry of the Listed Building Advert and subject to no new issues raised relating to the adjacent Listed Church and include additional highway conditions.
Items 9 04/0878/F - 17 Larkhill Road, Shrewsbury
Include the following amended condition:
The window on the south facing elevation shall be non opening obscure glazed and permanently retained as such
Reason: In order to protect the privacy of the adjoining property.

Delegate approval to the Development Control Manager after the expiry of the amended neighbour notification.

Item 17 04/0948/F - Monkmoor Recreation Centre, Monkmoor Road, Shrewsbury
Members of the Development Control and Environmental Protection Committee determined that approval be delegated to the Development Control Manager subject to the addition of appropriate conditions for usage of the lighting with the following maximum requirements:
Lighting usage permitted during the period from March to October during league matches only on Mondays to Fridays only (if required) and the usage be restricted to no later than 10.00 pm plus any other conditions recommended by officers as appropriate.
The Development Control and Environmental Protection Committee determined that the application be approved contrary to Officer advice as it would be unfair to penalise this club in its attempts to fulfil its league obligations by refusing to allow the erection of floodlights.
Item 19 04/0951/O - Post Office, Yockleton, Shrewsbury
The application was withdrawn by the applicant.
54/04 PLANNING APPEALS
Consideration was given to appeal decisions in respect of a site at Regents Place, Dorrington, Shrewsbury (04/0420/ADV), 10 Luciefield, Shrewsbury (03/0752/F and 03/1456/F), Erection of an agricultural worker’s dwelling at Cruckmeole Farm, Shrewsbury (03/1019/F), Bromley House, 96 Copthorne Road, Shrewsbury (03/1115/F), The Briars, The Common, Bomere Heath, Shrewsbury (03/1471/F), Land to rear of and at 5A Roman Road, Shrewsbury (03/1331/F) and Land at Field 9125 Longnor (03/0876/F and 03/0889/F) that had been received by the Development Control Inspectorate and noted with particular regard the success rate for the Council in the appeal decisions.
RESOLVED:
That the decisions for the following appeals be noted:
