4. That all correspondence received by members on current or forthcoming planning applications be forwarded to the Planning Department for details to be included in the officers’ report or schedule of additional letters before return to members. |

1. MINUTES - 24th August 2004
Recommendation:
That the Minutes of the meeting of the Development Control and Environmental Protection Committee held on 24th August 2004 be confirmed as a correct record and be signed by the Chairman.

To receive any declarations of members’ interests in any matters which are to be considered at this meeting and to receive any dispensations which will be relied upon.
(a) Personal (b) Personal and Prejudicial
When members are declaring a personal interest, or a personal and prejudicial interest in respect of which they have dispensation, they should specify the nature of such interest. Members should leave the room if they have a personal and prejudicial interest in respect of which they do not have a dispensation.
4. APPLICATIONS FOR DEVELOPMENT
To consider the schedule of applications for development submitted by the Development Control Manager.
The Chairman will propose that with regard to applications on the schedule of applications for development submitted by the Development Control Manager on which there is no debate, the recommendations of the Officers be deemed to have been accepted without any modifications.
5. 2 CLAREMONT BUILDINGS, CLAREMONT BANK, SHREWSBURY
To consider the Report of the Development Control Manager.
Recommendation
That the dental surgery use be allowed and condition 3 varied to read: - "The premises shall only be used for the purposes of a training, drop-in, counselling and office use and dental surgery within use Class D1 of the Schedule of the Town and Country Planning (Use Classes) Order 1987, or in any provision equivalent to that order in any statutory instrument revoking or re-enacting that Order, and for no other purposes within that class unless otherwise agreed in writing with the Local Planning Authority.
Reason: to protect the amenities of the occupiers of nearby residential properties and to ensure that an uncontrolled intensification of this use does not occur.
6. PLANNING APPEAL
The following decision of the Planning Inspectorate has been received by the Council regarding an appeal against a decision to refuse to grant planning permission:
(a) Site at 28 Brook Street, Shrewsbury - Erection of a 2 storey extension after demolition of existing garage; form integral garage, loft conversion and shower room ref 03/1412F
Decision:
Appeal dismissed 31.08.2004Summary:
The key issue was the effect of the proposal on the character and appearance of the surrounding area. The siting of the property was unusual as it addressed both Brook Street and Kemps Eye Avenue. The 2 storey extension would be distinct and visible from the highway and would form a strident and incongruous element into the street scene. The single storey element and loft conversion would be acceptable subject to a minor amendment, however overall the proposal was not acceptable and conflicted with planning policy to an unnacceptable degree.
