MINUTES: 24th August 2004 – confirmed subject to the amendment of Minute Number 53/04 (Item 17) to read:

Lighting usage permitted during the period from March to October during league match nights only Mondays to Fridays only (if required) and the usage be restricted to no later than 10.00 pm plus any other conditions recommended by officers as appropriate.

The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of additional objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

RESOLVED:

That, subject to the amendments set out below, the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

 

Items 1 04/1178/F 20 Ash Lea, Minsterley, Shrewsbury

Include the following additional condition:

H24: Car parking spaces shall be provided within the curtilage of the site for the parking of 2 cars/vehicles, in accordance with details to be submitted to and agreed in writing with the Local Planning Authority. Development shall be carried out in accordance with the approved details and the agreed scheme thereafter permanently retained for the agreed purposes.

Reason: To provide for vehicles to park off the adjoining road in the interest of highway safety.


Item 7 04/1101/O - Land to the south of Radbrook College, Shrewsbury

To amend the Planning / Environmental Comments in the Officers’ report as detailed in the Schedule of Applications to read:

‘The site is not particularly visible from any public vantage point and consequently it is not important open space where its loss would be resisted’.

Add the following informative:

"The applicant’s attention is drawn to the need for an ecological survey of the site for submission with the first reserved matter, with particular regard for badgers".

 

Items 8 04/1149/F - 1 Evenwood, Coundmoor, Shrewsbury

Members of the Development Control and Environmental Protection Committee determined that the application be approved subject to appropriate conditions for the following reasons:

Appropriate Conditions: Notwithstanding the materials shown on the planning application elevations the external materials shall match those of the existing dwelling.

Reason: In the interest of visual amenity.

Reason: Providing the extension was in matching materials and mindful of the personal circumstances in this instance, the extension was not considered to be of a size which would detract from the character and appearance of the dwelling.

 

The Development Control and Environmental Protection Committee determined that the application be approved contrary to Officer advice for the above reason.

(Councillor R Jones requested that it be recorded that he had voted in favour of the officer recommendations.)


Item 14 04/1046/F - Spring Cottage, Exfords Green, Longden, Shrewsbury

Item deferred to enable amended plans to be submitted.


Item 16 04/0789/F - Treehouse Barns adjacent to Grove Farm, Pitchford, Shrewsbury

The application was withdrawn by the applicant.

56/04 2 CLAREMONT BUILDINGS, CLAREMONT BANK, SHREWSBURY

(Councillor S Williams spoke on this item).

Consideration was given to the report by the Development Control Manager in relation to an amendment to planning permission 03/0189/F seeking to allow the use of the basement and ground floor of the building to be used as a dental surgery with capacity for seven surgery rooms.

RESOLVED:

That the dental surgery use be allowed and condition 3 varied to read:

"The premises shall only be used for the purposes of a training, drop-in, counselling and office use and dental surgery within Class D1 of the Schedule of the Town and Country Planning (Use Classes) Order 1987, or in any provision equivalent to that order in any statutory instrument revoking or re-enacting that Order, and for no other purposes within that class unless otherwise agreed in writing with the Local Planning Authority."

Reason: to protect the amenities of the occupiers of nearby residential properties and to ensure that an uncontrolled intensification of this use does not occur.

 

57/04 PLANNING APPEALS

Consideration was given to an appeal decision in respect of a site at 28 Brook Street, Shrewsbury Ref 03/1412/F that had been received by the Development Control Inspectorate.

RESOLVED:

That the decision for the appeal regarding the site at 28 Brook Street, Shrewsbury be noted.
