71/04 LAND TO REAR OF THE LAWNS, 1 RUSSELL FIELD, SHREWSBURY
With the consent of the Chairman, consideration was given to an additional application for development that had been received and circulated after the preparation of the agenda for land to the rear of The Lawns, 1 Russell Field, Shrewsbury. The application was considered as an urgent item due to the expiration of the statutory time period for determination and was for works to fell to ground level one ash tree protected by the Russell Ridge Tree Preservation Order 1990.
RESOLVED:
That application 04/1364/TPO in respect of land to the rear of The Lawns, 1 Russell Field, Shrewsbury for works to fell to ground level one ash tree protected by the Russell Ridge Tree Preservation Order 1990 be approved.
72/04 APPLICATIONS FOR DEVELOPMENT
The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of additional objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.
Members had made visits to the following sites prior to the start of the meeting:

- The Limes, Belle Vue Road, Shrewsbury
- 1 Willow Cottages (land to north of), Hereford Road, Shrewsbury
- Golf Club, Oteley Road, Shrewsbury
- Bath Arms, Minsterley, Shrewsbury
- Brookside, Vennington Road, Westbury, Shrewsbury
- Walford Heath Nurseries, Walford Heath, Shrewsbury
- Albrightlee Hall Farm, Albrightlee, Shrewsbury
Councillor Rees indicated that in relation to Item 19 - Walford Heath Nurseries, Walford Heath, Shrewsbury he had previously made representations in favour of the development. In accordance with paragraphs 8.7 and 8.8 of the Local Protocol for Councillors and Officers dealing with Planning Matters, he made a statement on the application and then left the Chamber and took no part in the consideration of and voting on the application. Councillor Bebb took the Chair for this item.
Councillor Townsend indicated that in relation to Items 10 and 11 - The Limes, Belle Vue Road, Shrewsbury - the application had featured in his constituency newsletter. RESOLVED:
That, subject to the amendments set out below, the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

To amend the Planning / Environmental Considerations in the Officers' report as detailed in the Schedule of Applications to read:
'The fence which is the subject of this application exceeds 1 metre in height and it is considered as it is adjacent to the highway, planning approval is required. The type of fence gives rise to concerns, as whilst it is appreciated in matching the fence recently erected alongside the railway line, its design and appearance is appropriate to an industrial location'.

To amend the Reason for Refusal in the Officers' report as detailed in the Schedule of Applications to read:
In the opinion of the Local Planning Authority, the proposal is contrary to Policy GP4 of the Borough Local Plan, in that this further extension, when added to extensions previously undertaken, will adversely effect the character and appearance of the property.
73/04 PLANNING APPEALS
Consideration was given to appeal decisions by the Planning Inspectorate in respect of a site at Berrington Manor, Berrington, Shrewsbury Ref 03/1107/F, a site at Field 4600, Harley, Shrewsbury Refs 03/0903/F & 03/0904/F and land adjacent to 11 Elm Street, Shrewsbury Ref 03/1427/F which had been received by the Development Control Manager.
RESOLVED:
That the decision of the Planning Inspectorate for the appeals in respect of a site at Berrington Manor, Berrington, Shrewsbury, site at Field 4600, Harley, Shrewsbury and land adjacent to 11 Elm Street, Shrewsbury be noted.
