08/05 APPLICATIONS FOR DEVELOPMENT
(Councillor Ms Wild was not in attendance for Minute 08/05 (Items 9 and 10) in their entirety and took no involvement in the discussion or decision made by the Committee on the applications).
The Development Control Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of additional objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

RESOLVED:
That, subject to the amendments set out below, the recommendations of the Development Control Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:
Item 3 04/1842/F - Frodesley Lodge Farm, Longnor, Shrewsbury
Delegate approval to officers after expiration of the additional neighbour consultations on the 3rd February 2005.
Item 6 04/1692/F - Land to the south of Radbrook College, Radbrook Road, Shrewsbury amend with page
Subject to the following additional condition:
Prior to the commencement of the development, full details of the proposed road widening to a minimum width of 4.1 metres shall be submitted for the prior written approval of the Local Planning Authority and fully implemented prior to the commencement of any below ground works on the site.
Reason: In the interest of highway safety.
Item 12 05/00007/F - 14 Oakfield Drive, Shrewsbury
Application deferred to enable members of the Development Control and Environmental Protection Committee to visit the site.
Item 15 04/1839/O - Land at Red House Farm, Little Ness, Shrewsbury
The Principal Planning Officer apologised for omission of certain updated information supplied by the applicant which was not included in the Planning and Environmental Considerations in the officers’ report. He referred members to the details contained in the Schedule of Additional Letters Part I.
Members of the Development Control and Environmental Protection Committee determined that the application be approved subject to the following conditions:
GO2I; GO4I [(1),(2),(3),(4) and (5)]; GO5; GO6; G13; U14; DO5I; H24I; at all times the location of the existing farmhouse and other dwelling on the building which were not within sight and sound of the main highlighted building complex and which would prevent the proper supervision of the livestock at all times. The occupation of the existing dwelling known as Red House Farm, Little Ness, Near Shrewsbury shall be limited to a person solely or mainly working or last working in the locality in agriculture or in forestry, or a widow or widower of such a person, and to any resident dependants. Reason: The Committee is satisfied that there is a proven need for two full time workings and two dwellings in close proximity to the agricultural buildings to satisfactorily manage the well being of the livestock on the holding

The Development Control and Environmental Protection Committee determined that the application be approved contrary to Officer advice for the following reason:
The Committee considered that a proven need and demand for an additional agricultural dwelling had been identified and the existing semi detached cottage on the holding which was currently let out on a private tenancy agreement was not located in close enough proximity to the farm buildings to enable the satisfactory supervision of the livestock.
(Councillors R Jones and Townsend requested that it be recorded that they had voted in favour of the officers’ recommendation for refusal).
09/05 TREE PRESERVATION ORDERS
Consideration was given to a report of the Planning Policy Manager in respect of trees covered by proposed Tree Preservation Orders at Balls Coppice, Upper Battlefield and at North Condover.
RESOLVED:
- That the variation to the Shrewsbury and Atcham Borough Council (Balls Copice, Upper Battlefield) Tree Preservation Order 2004 varied 2004 be confirmed without modification.
- That the Shrewsbury and Atcham Borough Council (North Condover) Tree Preservation Order 2004 be confirmed subject to amendments to include numbering for G1, to the location given for T2 and G2 and to the locations and descriptions for G4 and G5 and the addition of 10 trees to G4 and the addition of 1 tree to G5

- Site at 8 Percival Close, Shrewsbury 04/0175/F Appeal allowed 17th January 2005
RESOLVED:
