20/05 APPLICATIONS FOR DEVELOPMENT

The Planning Services Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of additional objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

Members had made visits to the following sites prior to the start of the meeting:

  • 2 Willowray Cottages, Shepherds Lane, Bicton Heath, Shrewsbury;
  • Hope Cottage, Shepherds Lane, Bicton Heath, Shrewsbury;
  • Monkmoor Sewage Treatment Works, Monkmoor Road, Shrewsbury;
  • 2 Kendal Road, Shrewsbury;
  • Breamar, Church Road, Uffington, Shrewsbury;
  • The Moorlands, Astley, Shrewsbury;
  • Land adjacent to The Severn Hospice, Oxon, Shrewsbury;
  • Burnel House, Chavel, Ford, Shrewsbury; and
  • Brook House Farm, Leebotwood, Shrewsbury.

Councillor Rees indicated that in relation to Item 1 - Land adj Hillcrest, Preston Gubbals Road, Bomere Heath, Shrewsbury he did not have a personal interest but was opposed to the application. In accordance with paragraphs 8.7 and 8.8 of the Local Protocol for Councillors and Officers dealing with Planning Matters, he made a statement on the application and then left the Council Chamber and took no part in the consideration of and voting on the application.

RESOLVED:

That, subject to the amendments set out below, the recommendations of the Planning Services Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

Item 1: 05/0239/F - Land adj Hillcrest, Preston Gubbals Road, Bomere Heath, Shrewsbury

To amend Local Community Comments in the Officers' Report as detailed in the Schedule of Applications to read 'Comments have been received by Mr Rees' delete reference to Councillor Rees.

Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reason:

In the opinion of the Local Planning Authority, it is considered that the proposed development would result in a loss of residential amenity to neighbouring properties and would result in an unneighbourly form of development by virtue of overlooking and having an overbearing and dominant impact which is contrary to the Joint Structure Plan Policy P15 and Borough Local Plan policies GP1 and HS3.

Members of the Committee determined that the application be refused contrary to Officer advice for the above reason.

Item 7: 05/0154/F - 2 Willowray Cottages, Shepherds Lane, Bicton Heath, Shrewsbury

Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reasons:

In the opinion of the Local Planning Authority:

It is considered that the proposal would result in an unneighbourly form of development in that it would result in unacceptable overlooking and be overbearing and hence contrary to the Joint Structure Plan Policy P15 and Borough Local Plan policies GP1 and GP4.

It is also considered that the size and scale of the extension would be detrimental to the character and appearance of the property and on the streetscene contrary to Joint Structure Plan Policy P15 and Borough Local Plan Policies GP1 and LNC3.

Members of the Committee determined that the application be refused contrary to Officer advice for the above reasons.

Item 9: 05/0245/F - Monkmoor Sewage Treatment Works, Monkmoor Road, Shrewsbury

The Head of Development Control reported on the receipt of amended plans.

Item 10: 05/0315/F - 2 Kendal Road, Shrewsbury

To amend the proposal in the Officer's report as detailed in the Schedule of Applications to read '… provision of six apartments (three one-bedroom and three two-bedroom)'

Item 13: 05/0238/F - Breamar, Church Road, Uffington, Shrewsbury

Members of the Development Control and Environmental Protection Committee determined that the application be refused for the following reason:

In the opinion of the Local Planning Authority, it is considered that the proposal would result in an unneighbourly form of development with an out of scale and overbearing impact on neighbouring properties and hence is contrary to Structure Plan Policy P15 and Borough Local Plan Policies GP1 and GP4.

Members of the Committee determined that the application be refused contrary to Officer advice for the above reason.

Item 14: 05/0287/F - The Moorlands, Astley, Shrewsbury

Members of the Development Control and Environmental Protection Committee determined that the application be approved subject to appropriate conditions.

Members of the Committee determined that the application be approved contrary to Officer advice for the following reason:

That the application is of an acceptable standard in respect of design and scale and is in keeping with the property and surrounding area and in order to ensure a satisfactory form of development.

Item 17: 05/0302/O - Land adjacent to The Severn Hospice, Oxon, Shrewsbury

Members of the Development Control and Environmental Protection Committee determined that authority be delegated to the Planning Services Manager to approve the application subject to appropriate outline conditions and upon the expiry of the application being advertised as a departure, subject to no adverse comments being received.

Members of the Committee determined that the application be approved contrary to Officer advice for the following reasons:

    1. That there is a demonstrable need for the development;

    2. That the development cannot be accommodated on any suitable, alternative site within or adjoining the urban area of Shrewsbury; and

    3. That there is a direct locational and operational benefit in siting the proposal adjacent to the hospice.

Item 19: 05/0241/F - Brook House Farm, Leebotwood, Church Stretton

Include additional reason for refusal:

The size of the property is disproportionate to the size of the holding and scale of the business and will be visually prominent in the locality and be detrimental to the character and appearance of the area contrary to Joint Structure Plan Policy P15 and Borough Local Plan Policies GP1, HS5 and LNC3.

 

21/05 PLANNING APPEAL

Consideration was given to an appeal decision by the Planning Inspectorate in respect of the following site which had been received by the Planning Services Manager - Shrewsbury Telephone Exchange, Town Walls, Shrewsbury - Ref 04/0725/F 04/0498/F - Appeal allowed 23rd March 2005.

RESOLVED:

That the decision for the above appeal be noted.
