The Planning Services Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of additional objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.

RESOLVED:

That, subject to the amendments set out below, the recommendations of the Planning Services Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:

Item 17: 05/0994/F – 34 Sutton Grove, Shrewsbury

Members of the Development Control and Environmental Protection Committee determined that the application be refused contrary to Officers advice for the following reason:

In the opinion of the Local Planning Authority, it was consider that the proposed extension by virtue of its size and design would have a detrimental impact on the character and appearance of the streetscene and was contrary to the Joint Structure Plan policy P15 and Borough Local Plan policies GP1 and GP4.

 

Item 27: 05/1145/F – Land to side and rear of 76 Coton Hill, Shrewsbury

Include the following:

Subject to a S106 Undertaking for the provision of a sum of £20,000 contribution towards flood alleviation measures in the locality in order to compensate for the loss of flood storage capacity.

 

Item 28: 05/0990/F – Ashdale Cottage, Condover, Shrewsbury

The Development Control and Environmental Protection Committee determined that the application be approved contrary to Officers advice for the following reasons:

Z102I…"The cumulative impact of the current proposal when added to the premises approved would not result in a detrimental impact on the character and appearance of the building in this location"

The Development Control and Environmental Protection Committee determined that the application be approved contrary to Officers advice for the following reasons:

The Development Control and Environmental Protection Committee determined that the application be approved for the following reasons:

Z102I… "The floor space proposed for D1 purposes would not be prejudicial to the overall employment objectives and development strategy for the business park"

Include the following additional informatives:

Z100; Joint Structure Plan policy P11 and Borough Local Plan policies EM1 and EM2.

Members of the Committee determined that authority be delegated to the Head of Development Control to approve the application subject to appropriate conditions and upon expiry of the application being advertised as a departure, subject to no adverse comments being received.

Item 31: 05/1012/F – 20 Pengwern Road, Shrewsbury

Application withdrawn.

 

Item 32: 05/1123/F – New Street Chapel, Frankwell, Shrewsbury

The Development Control and Environmental Protection Committee determined that the application be approved contrary to Officers advice for the following reasons:

Z102I…"The benefit to the community of the improved nursery facilities outweigh any dis-benefits caused by decreases in highway safety in the vicinity of the site.

Include the following additional conditions and informatives:

GO1; G10I (plans received 3rd August 2005); M02; Z100; Joint Structure Plan policy P15 and Borough Local Plan policies GP1, GP4 and HE8.

The 3 car parking spaces shown on the submitted plans should be permanently made available, and marked out, for the use of parents using the nursery and for no other purpose or persons unless otherwise agreed in writing by the Local Planning Authority.

Reason: In the interest of highway safety.

 

48/05 OLD SCHOOL HOUSE, SMETHCOTT, CHURCH STRETTON

Consideration was given to a report of the Development Control Manager in respect of the proposed amendments to planning permission 04/1197/F granted on 29th September 2004 for the Old School House, Smethcott, Church Stretton.

RESOLVED:

That the proposed amendment of the planning application to planning permission 04/1197/F for the use of roofing material, bitumen style ceder sheeting designed in the form of slate for the roof of the garage for the Old School House, Smethcott, Church Stretton be not accepted.

 

49/05 PLANNING APPEALS

Consideration was given to appeal decisions by the Planning Inspectorate in respect of the following sites which had been received by the Planning Services Manager.

Members were informed that correspondence had been received informing the Authority that the appeal decision relating to Hill Crest, Preston Gubbals, Bomere Heath Ref: 05/0239/F stating that the decision had been allowed was incorrect and that the application had been dismissed on 9th August 2005. The Committee Services Assistant also informed Members that the author had also indicated that she considered the summary to be incomplete as it was missing the Inspector’s statement:

"I attach considerable importance to good neighbourliness and fairness"

    1. Old Police Station, 23 Swan Hill, Shrewsbury Ref: 04/1506 and 04/1570/LB – Appeal dismissed 8th August 2005.
    2. Hill Crest, Preson Gubbals Road, Bomere Heath Ref: 05/0239/F – Appeal dismissed 9th August 2005.
    3. Land opposite 28 Woodcrest, Bicton Heath, Shrewsbury Ref: 03/1126/TPO – Appeal dismissed 18th August 2005.

RESOLVED:

That the decisions for the above appeals be noted.

 

50/05 EXEMPT ITEMS

RESOLVED:

That, under section 100A(4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the remaining item on the grounds that it could involve the disclosure of exempt information as defined in Paragraph 13 of Part 1 of Schedule 12A of the Act.

 

51/05 LAND AT THE JUNCTION OF HARLESCOTT LANE AND WHITCHURCH ROAD, SHREWSBURY

Consideration was given to an exempt report of the Planning Services Manager on land at the junction of Harlescott Lane and Whitchurch Road, Shrewsbury

RESOLVED:

That the resolution to refuse planning application 05/0837/F be amended to exclude the highway refusal reason, but that the Council maintain its opposition to the scheme on design and appearance.
