56/05 APPLICATIONS FOR DEVELOPMENT
The Planning Services Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of additional objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.
Members had made visits to the following sites prior to the start of the meeting:

RESOLVED:
That, subject to the amendments set out below, the recommendations of the Planning Services Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:
Item 1: 05/1024/F – Bomere Pool, Allfield Farm, Condover, Shrewsbury
The Development Control and Environmental Protection Committee determined that the application be deferred for the following reason:
To allow reconsideration of the application at the same time as the application for variation of hours (Ref: 05/1030/VAR).
Item 6: 05/0268/F – Land at Mill Road, Abbey Foregate, Shrewsbury
Members of the Development Control and Environmental Protection Committee determined that the application be refused contrary to Officers advice for the following reasons:
By reason of the overall scale and volume of built development and inappropriate design and massing of the buildings, the proposed development would neither preserve nor enhance the character and appearance of the Shrewsbury Conservation Area contrary to Borough Local Plan Policies GP1, HS2 and HE8.
In the opinion of the Local Planning Authority insufficient information has been provided to demonstrate how the management and retention of the live/work units would be sustained in the long term.
Item 7: 05/0983/F – Radbrook Nursing Home, Stanhill Road, Shrewsbury
Include the following:
Subject to an amendment showing the deletion of the second floor windows on the south western elevation (serving Unit 31).
Item 8: 05/1113/F – 60 Moreton Crescent, Shrewsbury
Members of the Development Control and Environmental Protection Committee determined that the application be refused contrary to Officers advice for the following reasons:
The proposal would result in a form of development having a cramped and overdeveloped appearance which the Local Planning Authority considers would neither preserve nor enhance the character and appearance of the Shrewsbury Conservation Area contrary to Borough Local Plan Policies GP1, HS2 and HE8.
The proposal would result in a unneighbourly form of development in that it would lead to overlooking which the Local Planning Authority considers would be detrimental to the amenities which the occupiers of adjacent properties could reasonably expect to enjoy contrary to Borough Local Plan Policies GP1 and HS2.
The proposed development would result in the loss of several trees which in the Local Planning Authority's opinion contribute to the character and appearance of the Conservation Area contrary to Borough Local Plan Policies HE8 and LNC10.
The Local Planning Authority considers the means of access to the site to be unsatisfactory due to its restricted width and visibility and the proposed development is likely to result in vehicular and pedestrian conflict at the point of access with Moreton Crescent detrimental to highway safety and contrary to Borough Local Plan Policies GP1 and HS2.
Item 21: 20-21 Mardol, Shrewsbury
Include the following amendment to the application:
Erect and display 1 'A' Board.
57/05 5 & 6 LONGFIELD TERRACE, MINSTERLEY
Consideration was given to a report of the Planning Services Manager in respect of proposed amendments received on the 7th October 2005 to planning permission 04/0393/F for the erection of a two storey rear extension and detached garages following demolition of the existing single storey and two storey structures.RESOLVED:
That the proposed amendments to planning permission 04/0393/F as shown on the unreferenced floor plans received on the 7th October 2005 be accepted and approved in respect of 5 & 6 Longfield Terrace, Minsterley, Shrewsbury.
58/05 PLANNING APPEALS
Consideration was given to appeal decisions by the Planning Inspectorate in respect of the following sites, which had been received by the Planning Services Manager:
- 31 Harley Road, Cressage – Erection of a demountable building as games room/garden furniture winter store following demolition of existing garden shed and oil tank Ref: 05/0643/F – Appeal dismissed 6th October 2005.
- Sundorne Retail Park, Arlington Way, Shrewsbury – Erect and display 5 internally illuminated 6-sheet lightboxes on new columns Ref: 05/0812/ADV – Appeal dismissed 11th October 2005.
- Timberline, Old Coleham, Shrewsbury – Erection of 2 and 3 storey blocks to provide 21 dwellings with vehicular access, landscaping and footbridge over the Reabrook following removal of existing commercial buildings – appeal against Condition 12 which required a safe dry access route to be provided as the site is in an area at risk from flooding Ref: 04/1429/F – Appeal dismissed 11th October 2005.
- Land at 12 Porthill Gardens, Shrewsbury – Erection of a single detached dwelling Ref: 05/0528/O – Appeal dismissed 26th October 2005.
RESOLVED:
That the decisions for the above appeals be noted.
59/05 EXEMPT ITEM
RESOLVED:
That under Section 100A(4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the remaining item on the grounds that it could involve the disclosure of exempt information as defined in Paragraph 12 of Part 1 of Schedule 12A of the Act.
60/05 GAY MEADOW, ABBEY FOREGATE, SHREWSBURY
Consideration was given to the exempt joint report of the Assistant Chief Executive (Monitoring Officer) and Planning Services Manager in respect of the Gay Meadow, Abbey Foregate, Shrewsbury.
RESOLVED:
That the recommendations as detailed in the exempt joint report of the Assistant Chief Executive (Monitoring Officer) and Planning Services Manager be approved.
