61/05 APPLICATIONS FOR DEVELOPMENT
The Planning Services Manager submitted a schedule of applications for development with his recommendations detailed thereon. In addition to the objections and representations detailed on the schedule, the Committee also considered further schedules of additional objections/representations received, copies of which are attached to the signed minutes, which were circulated at the meeting.
Councillor Mrs Chaplin indicated that in relation to item 8 Pound Inn, Leebotwood, Shrewsbury she did not have a personal interest but had expressed the view that she was opposed to the application. In accordance with paragraphs 8.7 and 8.8 of the Local Protocol for Councillors and Officers dealing with Planning Matters, she made a statement on the application and then left the Council Chamber and took no part in the consideration of and voting on the application.

RESOLVED:
That, subject to the amendments set out below, the recommendations of the Planning Services Manager, as contained in the Schedule of Applications (a copy of which is attached to the signed minutes), be approved:
Item 12: 05/1451/F 60 Oak Street, Shrewsbury
Include the following:
Amend condition TO3, delete "on the southern side of the building" and insert "within the site".
Item 17: 05/1483/F Shelton Hospital, Bicton Heath, Shrewsbury
Include the following temporary conditions:
U01I This permission shall be for a limited period only, expiring on 8th December 2008; U02I.
Reason: In order not to compromise the longer term use of the site.
Item 18: 05/1493/F 109 Copthorne Road, Shrewsbury
Members of the Development Control and Environmental Protection Committee determined that the application be refused contrary to Officers advice for the following reason:
The proposed parking arrangements would cause unacceptable vehicle movements on and adjacent to the highway to the detriment of pedestrians and vehicles safety and was contrary to Joint Structure Plan policy P15 and Borough Local Plan policy GP1.
Item 22: 05/1544/F 8 Dunkeld Drive, Shrewsbury
Members of the Development Control and Environmental Protection Committee determined that the application be refused contrary to Officers advice for the following reason:
The extension by virtue of its size, siting and design would result in an overbearing development to the detriment of the residential amenity of neighbouring properties and the character of the street scene and was contrary to Joint Structure Plan policy P15 and Borough Local Plan policies GP1 and GP5.
Item 24: 05/1554/F Land at Junction of Harlescott/Whitchurch Road, Shrewsbury
Members of the Development Control and Environmental Protection Committee determined that the application be refused contrary to Officers advice for the following reasons:
The design and appearance of the proposal in this prominent roadside location on an important gateway site into Shrewsbury would be detrimental to the character and appearance of the area and was contrary to Joint Structure Plan policy P15 and Borough Local Plan policy GP1.
Item 26: 05/1565/F The Stone House, St. Julians Friars, Shrewsbury
Include the following condition:
Prior to the first occupation of the building as a single dwelling, full details of a scheme to incorporate appropriate flood proofing measures for the building shall be submitted for the written approval of the Local Planning Authority and the approved details be fully implemented prior to the first occupation of the single dwelling.
Reason: In order to protect the dwelling from flooding.
The electronic flood sensor shown on plan 4505:4 (received 25 November 2005) shall be fully operational prior to the occupation of the single dwelling.
Reason: In order to ensure the occupants have adequate notice of an impending flood.

62/05 TREE PRESERVATION ORDERS
Consideration was given to a report of the Planning Services Manager in respect of various Tree Preservation Orders.
RESOLVED:
(a) That the following orders be confirmed without modification:
- The Shrewsbury and Atcham Borough Council (Land at Condover Pumping Station) Tree Preservation Order 2005;
- The Shrewsbury and Atcham Borough Council (Land at or adjacent to The Old Rectory, Smethcott) Tree Preservation Order 2005; and
- The Shrewsbury and Atcham Borough Council (Land at Manor Gardens, Manor Park and Main Road, Pontesbury) Tree Preservation Order 2005.
(b) That the following order be confirmed with modifications:
- The Shrewsbury and Atcham Borough Council (Land at or adjacent to Hinton Lane, Hall Bank and Station Road, Pontesbury) Tree Preservation Order 2005 be confirmed; subject to amendments to the TPO to include the addition of one group of 8 trees to the Order.
63/05 PLANNING APPEALS
Consideration was given to appeal decision by the Planning Inspectorate in respect of the following sites which had been received by the Planning Services Manager:
- Oakrill, Hopton, Nesscliffe Erection of a garage over existing outbuildings Ref: 04/0488/F - appeal allowed 22nd November 2005.
RESOLVED:
That the decision for the above mentioned appeal at Nesscliffe be noted.
