03/07 APPOINTMENT OF CHAIRMAN

RESOLVED:

That Councillor Hendry be appointed Chairman of this Sub-Committee for the duration of the meeting.

 

04/07 CRESSAGE VILLAGE HALL, SHEINTON ROAD, SHREWSBURY

Consideration was given to an application from Cressage Village Hall Committee for a Premises Licence in respect of Cressage Village Hall, Sheinton Road, Shrewsbury.

Mr Oakley, the Village Hall Committee Representative, was in attendance and presented his case and answered questions from the Licenisng Officer, the objector (Mrs Lee, a local resident) and members of the Sub-Committee.

Mr Oakley’s witness, PC Larry Smith, added to the applicant’s case by making further points to the Sub-Committee and answering questions from the Licensing Officer and members of the Sub-Committee.

The Licensing Officer addressed the Sub-Committee outlining the content of her report on the application. She outlined additional conditions proposed by the Environmental Health Manager during her submission and answered questions from the applicant, the objector (Mrs Lee, a local resident) and members of the Sub-Committee.

The Environmental Health Officer answered questions from members of the Sub-Committee.

The objector, Mrs Lee (a local resident) presented her case to the Sub-Committee and answered questions from the Licensing Office, the Legal Advisor to the Sub-Committee and members of the Sub-Committee.

(Members of the Sub-Committee retired to consider the application, in private at approximately 10.26 a.m. and reconvened at 10.34 a.m.).

RESOLVED:

That, subject to the following conditions as detailed in the submitted operating schdule:

Prevention of Crime and Disorder

That events held at the premises would be controlled by stewards

Public Safety

Fire exits would be illuminated and clearly signed and fire exits would be easily opened and free from obstruction.

Prevention of Public Nuisance

That a committee member would be available to deal with any problem that occurred.

Protection of Children from Harm

Children would be under parent supervision at events held at the premises.

and the following additional conditions agreed at the hearing be included under the Prevention of Public Nuisance:

  • All windows would be kept shut when regulated entertainment was taking place;
  • Customers would be requested to leave the premises quietly and to be considerate to local residents;
  • Noise from regulated entertainment would be controlled so as not to cause a nuisance to local residents; and
  • Fire doors would be kept shut when regulated entertainment was taking place.

That the application for a Premises Licence be granted to Cressage Village Hall Committee in respect of Cressage Village Hall, Sheinton Road, Shrewsbury.

  • Provision of Regulated Entertainment

Monday to Thursday – 09:00 through to 00:00; and

Friday and Saturday – 09:00 through to 00:30 the following morning.

  • Late Night Refreshment

Monday to Thursday – 23:00 through to 00:00; and

Friday and Saturday – 23:00 through to 00:30 the following morning.

Reasons:

The Licensing Authority was satisfield that, subject to the additional conditions agreed at the meeting, the Operating Schedule sufficiently addressed the four licensing objectives.
