RESOLVED:
That under Section 100A (4) of the Local Government Act 1972, the public be excluded from the meeting during the consideration of the remaining item on the grounds that it could involve the disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of the Act.
02/05 JOB EVALUATION
Consideration was given to a report by the Corporate Management Team on the findings of the Job Evaluation Steering Group, following discussions with the Corporate Management Team and the appointed external consultant to explore options for implementing Job Evaluation, together with the recommendations thereon from the meeting of the Joint Personnel Consultative Committee held earlier that evening.
Members expressed their appreciation of the efforts of the union representatives involved in the job evaluation process and the union representatives’ appreciation of Councillors Owen and Price for their work in leading the Job Evaluation Steering Group was noted.
RESOLVED:
That the following recommendations from the meeting of the Joint Personnel Consultative Committee held on 16th March 2005 be approved and implemented:
(a) That, following the outcome of the work by the external consultant and the Head of Finance which identified losers from 34% to 58% of the workforce, the Council does not progress with the NJC scheme in its present format due to the implications on the organisation, impact on professional and front line employees, morale and future recruitment.
(b) That the Council acknowledge the fact that the Council had already in place prior to any work on the NJC scheme, a job evaluation scheme which was used as a benchmark for single status implementation on 1st April 2002 and that this scheme (amended where appropriate) or an alternative scheme based on factors within the NJC scheme should now be used, in conformity with the principle of both the 1997 and 2004 national settlement.
(c) That the target date for the implementation of a revised scheme be 1st April 2006, but that it be implemented no later than 1 April 2007, in accordance with the National Agreement attached to the pay award of 2004.
(d) That, in the interim, the Chief Executive prepares a report for the next meeting of the Joint Personnel Consultative Committee as to how the Council intends to address outstanding matters related to grading issues and obvious anomalies.
