MINUTES: 2nd June 2005 – confirmed.

APOLOGIES FOR ABSENCE: Councillor Armstrong, Mr. F. W. Leath and Mr. V.J. Hughes

MRS. B. CARLYLE: The Chairman referred to the recent resignation of Mrs. B. Carlyle from the Committee. He indicated that as a result of all the meetings of the Committee in the forthcoming year being scheduled to be held on a Thursday evening, Mrs. Carlyle felt she would be unable to attend sufficient on a regular basis. This was due to her Chairmanship of a number of other Committees which also met on Thursday evenings. The Committee thanked Mrs. Carlyle for her valuable contribution to the Standards Committee and wished her well in the future.

21/05 CHAIRMAN’S ANNOUNCEMENTS

The Chairman referred to a recent Standards Board for England publication entitled "Town and Parish Standards". He requested that all members of the Standards Committee be supplied with a copy of the publication.

The Chairman referred to the previous meeting of the Committee during which a substantive motion had been voted on. The Assistant Solicitor (Deputy Monitoring Officer) explained for the benefit of members the meaning of the phrase and the context in which it was used.

22/05 CONSTITUTION AMENDMENTS - TEMPORARY STOP NOTICES

Consideration was given to the following recommendation of the Development Control and Environmental Protection held on 21st June 2005 in relation to the serving of temporary stop notices:

"That the report be forwarded to the Standards Committee, then Council to amend/create new Delegated Authorities for Enforcement Officers to serve temporary stop notices."

RESOLVED:

That it be recommended to Council that the Scheme of Delegation in the Constitution be amended in order to delegate the authority to serve temporary stop notices to the Enforcement Officers.

23/05 OUTCOME OF COMPLAINT TO THE STANDARDS BOARD

A case summary issued by the Standards Board for England was considered by the Committee in relation to an investigation into an allegation that Councillor Banks had failed to comply with the Code of Conduct.

RESOLVED:

That the decision of the Standards Board for England to take no action in respect of an allegation that Councillor David Banks had failed to comply with the Code of Conduct be noted.
